| 在西医占主导地位的知识话语体系下，中医药微弱或低效的话语状况制约着其作用发挥与未来前景。习近平同志基于历史的考量，为重塑文化自信及回应现实的需要，借助国际国内各种重大活动、重要会议发表重要讲话对中医药的地位特性价值重新进行了科学界定，并谋划和部署中医药发展规划与法制保障，逐步建构起中医药话语权，为中医药的振兴与发展开辟道路。 |

| Abstract: |
| Under the dominant discourse system of modern Western medicine, the weak or inefficient discourse of TCM seriously restricts its role and future prospects. Based on historical considerations, in order to rebuild cultural self-confidence and respond to the needs of reality, XI Jinping scientifically defined the status and characteristics of TCM with the help of major international and domestic events and important speeches, and planned and deployed the development planning and legal protection of TCM, so as to gradually have more say about TCM and open the way for the revitalization and development of TCM. |
