| 我国中医药产业高质量发展内涵、动力机制与路径选择——基于创新生态系统理论的分析 |

| 摘要: |
| 推动中医药产业高质量发展，对推动我国经济高质量发展具有十分重要的意义。本研究基于创新生态系统理论，构建了一个“供给-组织-需求”三维驱动、“创新链-产业链-价值链”三链协同的理论框架，用以系统阐释中医药产业高质量发展的深刻内涵。分析发现，当前产业发展面临供给端创新链薄弱、组织端产业链梗阻、需求端价值链低端锁定的三重系统性困境。为此，提出以“强韧创新链、优化产业链、提升价值链”为核心的协同路径：在供给端实施有组织的科研与全链条技术攻坚，筑牢创新基石；在组织端培育链主企业与优化集群治理，构建高效协同网络；在需求端推动供给升级与标准引领，实现价值跃升与普惠共享。这三大路径相互支撑，共同构成了驱动中医药产业创新生态系统向高级形态演化的政策闭环与实践蓝图。 |

| The connotation, dynamic mechanism, and path selection for the high-quality development of China's TCM industry—an analysis based on the innovation ecosystem theory |

| Abstract: |
| Promoting the high-quality development of the TCM industry plays a crucial role in advancing the high-quality development of China's economy. Based on the innovation ecosystem theory, this paper constructs a theoretical framework featuring a three-dimensional drive of "supply-organization-demand" and a three-chain synergy of "innovation chain-industrial chain-value chain", aiming to systematically elucidate the profound connotation of high-quality development in the TCM industry. The analysis reveals that the current industrial development faces a triple systemic dilemma: a weak innovation chain on the supply side, an obstructed industry chain at the organizational level, and a low-end value chain lock-in on the demand side. Accordingly, this paper proposes a collaborative path centered on "strengthening the innovation chain, optimizing the industrial chain, and enhancing the value chain": implementing organized scientific research and full-chain technological breakthroughs on the supply side to solidify the innovation foundation; cultivating chain-leading enterprises and optimizing cluster governance at the organizational level to build an efficient collaborative network; and promoting supply-side upgrading and standard-setting leadership on the demand side to achieve value leapfrogging and inclusive sharing. These three pathways support each other, jointly constituting a policy closed loop and practical blueprint for driving the evolution of the TCM industrial innovation ecosystem towards an advanced form. |
