| 摘要: |
| 新时代，人民日益增长的美好生活需要和不平衡不充分的发展之间的矛盾，已成为中国特色社会主义的主要矛盾。人民日益增长的健康美好生活需要和中医药发展不平衡不充分之间的矛盾已成为中医药卫生服务领域的主要矛盾。其表现主要在中医医疗服务量增长缓慢、卫生消费弹性系数偏低、中医药服务体系结构失衡等。中医药事业经费不足、人才匮乏以及中医药消费安全保障不足无疑是主要诱因。保障中医药适度发展，优化中医药资源配置，建立以人为本的整合型服务新体系以及充分开发中医药人才资源，提高全民中医素养等，乃是当下之策。 |

| Abstract: |
| In the new era, the contradiction between the people's ever-growing need for a better life and unbalanced and inadequate development has become the principal contradiction of socialism with Chinese characteristics. The contradiction between the people's growing need for a healthy and better life and the imbalanced and inadequate development of traditional Chinese medicine (TCM) has become the principal contradiction in the field of TCM health services. It is mainly manifested in slow growth of TCM medical services, low elasticity coefficient of health consumption and imbalance of TCM service system structure. The lack of fund, talent and the safety guarantee of TCM consumption are undoubtedly the main causes. It is the current policy to ensure the moderate development of TCM, optimize the allocation of TCM resources, establish a new people-oriented integrated service system, fully develop TCM talent resources and improve the quality of TCM among the people. |
