| 摘要: |
| 全面贯彻落实党委领导下的院长负责制是公立中医院改革发展的根本保证，是新时代公立中医院改革发展的必然要求和方向指引。公立中医院要全面落实党委领导下的院长负责制，必须强化理论武装，凝聚思想共识；完善制度机制，明晰议事决策边界；规范章程建设，强化章程落实保障；优化领导者绩效考核体系，统筹班子与队伍建设；加强基层党组织建设，提升基层党建工作水平。 |

| Abstract: |
| The comprehensive implementation of the director responsibility system under the leadership of the Party committee is not only the fundamental guarantee,but also the inevitable requirement and directional guidance for the reform and development of public Chinese medicine hospitals in the new era.To fully implement the director responsibility system under the leadership of the Party committee,public Chinese medicine hospitals should strengthen theoretical understanding and gather ideological consensus;improve institutional mechanisms and clarify the boundaries of deliberation and decision-making;standardize the articles of association and strengthen the guarantee for the implementation;optimize the performance evaluation system for leaders and make overall plans for the leadership team and team-building;strengthen the construction of grass-roots Party organizations and improve grass-roots Party building. |
